In France, Caisse d'Epargne is a private initiative of Benjamin Delessert and Francois de La Rochefoucauld-Liancourt, two philanthropists to encourage people's savings in a period marked by economic and social conditions. The first opening of a savings bank was held in Paris May 22, 1818. The booklet will realize savings in the act to keep track of payments and interest earned. The Savings Bank did not meet with immediate success because of the low savings capacity of the working classes, but also too low a confidence to the institution. The founders then ask the State to ensure the relay and get more involved. It does that by supporting the investment and guarantee funds by setting the ceiling of the booklets. The Act of June 5, 1835 then recognizes the savings banks as private institutions of public utility. The system's success begins with then, 18 years after the creation of the booklet, an amount of deposits reached 147 million francs. Given this growth, State, through the law of March 31, 1837, entrusted the Deposit administration fund. In 1839, the Caisses d'Epargne are 284, then 364 in 1847, 546 in 1895 (source: History of the Caisse d'Epargne).
